Yemen Leader Balks At Signing Resignation Deal

Yemen's embattled president on Sunday resisted intense U.S. and Arab pressure and stalled at signing a deal calling for him to step down in 30 days, as his regime brought armed supporters into the streets demanding he stay. "If they don't comply, they are dragging us to a civil war, and they will have to hold responsibility for the bloodshed in the past and the blood which will be spilled later on because of their stupidity," Saleh warned in an address on state TV.

The developments threatened to wreck a U.S.-backed, Gulf Arab-mediated accord that diplomats hope could resolve the turmoil that has raged in Yemen for the past three months, with tens of thousands of protesters demanding Saleh step down after 32 years in power, and his regime unleashing a deadly crackdown. The accord calls for Saleh to step down in 30 days and hand power to his vice president, in return for immunity from prosecution.

A coalition of opposition parties signed the agreement in private on Saturday, and Saleh promised to sign it the following day.

Saleh has backed away from signing the deal at least twice before, adding to the opposition's deep mistrust of a leader known for adept political maneuvering that has kept him in power for decades. A Gulf official in the Saudi capital, Riyadh, warned that the Gulf Cooperation Council, the regional body that mediated the deal, would withdraw from mediation if Saleh did not sign by the end of the day Sunday.

Throughout the day Sunday, hundreds of armed Saleh loyalists deployed in the streets of the capital, Sanaa in what appeared to be a campaign orchestrated by his own regime, aiming to show that the public wants him to stay.

The diciest moment came when hundreds of Saleh loyalists, touting swords and knives, massed outside the Emirati Embassy. They blocked its two main entrances, and at one point attacked a convoy bringing the GCC's chief mediator, secretary-general Abdullatif bin Rashid al-Zayani, to the building. They pounded on the car, tried to prevent it from entering the compound and shouted against Gulf intervention in Yemeni affairs, witnesses said.

Army helicopters later plucked the ambassadors out of the compound.

Other loyalists demonstrated outside other foreign embassies. The convoy of the Chinese ambassador also came under attack by armed men before a police detail was deployed to clear the way and disperse the crowd.

How 50-Mile-High Jets of Lightning Shoot Toward Space

Gigantic jets of lightning that shoot upward toward space can tower 50 miles above the Earth?s surface. Until now, we knew very little about the conditions that set them off or how they form.

Close observations of two gigantic jets in September 2010 enabled researchers to map out the electrical-charge imbalances that spawned this particular type of lightning.

?For the first time, these observations give us details of what lightning channels are doing when they form gigantic jets,? said lightning scientist Steven Cummer of Duke University, co-author of research published May 5 in Geophysical Research Letters.

Lightning occurs when a spark travels from either a negatively charged or positively charged area of a thundercloud to an area of opposite charge. Thunderclouds tend to accumulate positive charges in their upper portions, while the middle and lower levels accumulate negative charges.

Most lightning travels from a negative to a positive area, and can discharge within the same cloud, in another cloud, on the ground or in the upper atmosphere.

As a spark starts to travel, it opens up a pathway for electricity to move through, becoming an elongated spark.? If the elongated spark, called a lightning leader, can?t find an area in the cloud with a strong enough electrical field to discharge into, ?it can actually punch through the side of a thundercloud and hit the ground,? said Cummer.

These ?bolts from the blue? can be very dangerous, because the area they strike can be miles away from the actual storm.

Lead?author Gaopeng Lu of Duke University thinks that bolts from the blue and gigantic jets of lightning form in similar conditions within a thundercloud.

When Lu, Cummer and their colleagues studied the signals emitted by a gigantic jet of lightning off the coast of Florida, as well as a second one in Oklahoma, ?what we saw in these two lightning flashes were attempted bolts from the blue,? Cummer said.

Each bolt that failed to escape its thundercloud triggered a second lightning leader. Those secondary leaders then shot through the tops of the thunderclouds and produced gigantic jets of lightning.

?It seems two things might happen in sequence,? Lu said. The initial leader that failed to develop into a bolt from the blue depleted the upper regions of their thunderclouds of positive electrical charge.

When the second lightning leader developed, there wasn?t enough positive charge in the tops of the thunderclouds to discharge the leader and stop it from leaving. ?So the lightning developed upward,? said Cummer. When it escaped the top of the thundercloud the leader produced a gigantic jet.

?The authors did well in pulling together and examining multiple data sets,? said Richard Blakeslee, a lightning researcher with NASA Marshall Space Flight Center who wasn?t involved in the research. It?s important to look at all the data you can get when dealing with such rare events, he said.

By using both high and low frequency detectors, the scientists could study both the structure of the lightning leaders in space and time, as well as the charge imbalances and transfers during the production of a gigantic jet.

?We?re lucky that the gigantic jets occurred near a [very high frequency] lightning mapping array,? Lu said. Now that the researchers know what kinds of signals gigantic jets give off, they plan to look back through the lightning mapping data to see if they can spot more.

In Tight Times, L.A. Relies On Volunteer Police

The new budget for Los Angeles would cut $100 million from the city's police department. Officials hope to save the money by granting less overtime. And one way to do that is through the use of volunteers.

The Los Angeles Police Department already has more than 700 unpaid workers in its Reserve Corps. These volunteers save the city about $5 million each year. But some in the legal profession have concerns.

For anyone interested in becoming a reserve officer, the first step is the orientation meeting.

Lt. Craig Herron runs LAPD's reserve unit. At a recent gathering, he surveys the room and asks how many want to join the reserves in order to become full-time officers. A few raise their hands.

"The rest of you I assume always wanted to be a cop but you found an opportunity to have fame and fortune elsewhere and said, 'You know what, I can still be a reserve officer ? and still do my full-time job," Herron says.

Those in attendance include a law student and a bank teller. Vincent Lavares, 42, works in post-production for film and television.

"Actually, I'm fulfilling a childhood dream," he says, "as well as giving back to the community."

That's what 34-year-old teacher Arcelia Ponce had in mind when she joined the reserves two years ago. A Kevlar vest pulls her uniform tight across her shoulders, and her hand rests lightly on her police belt.

As an entry level reserve, Ponce must work alongside a full-time officer, and her assignments are usually special events like festivals and art walks.

Still, she says, "I think it's equally as dangerous; we're all out there on the field. I wear the same badge and have the same gun, same uniform; I look just the same, like the other officers."

Across town, Marty Greenblatt has a desk in the squad room at LAPD's Pacific Division. He's wearing a crisp blue shirt with a red-striped tie, and a gold detective badge rides low on his hips. Before becoming a reserve detective ? Greenblatt, 72, was an attorney.

"LAPD has a very enlightened attitude toward age," he says. "They will not stop you from going into the program as a result of your age, nor will they cut you any breaks."

Greenblatt did five months at the academy and is qualified in firearms, but it's his 40 years working as a corporate attorney that he brings to this job investigating white-collar crime.

"I file my own cases with the district attorney and I testify at the prelims at trials," Greenblatt says. "I get arrest warrants; I get search warrants."

Reserve officers undergo the same thorough application process and extensive training as full-time officers, says Lt. Herron.

"By the time you've become a level one police officer," he says, "you've gone through over a thousand hours of training, and at that point, they have as much peace officer authority as I do, 24 hours a day."

According to the International Association of Chiefs of Police, more than 2,100 police departments nationwide have volunteer programs. And while training and duties vary widely, the use of volunteers in criminal investigations can raise legal and safety concerns.

Stan Goldman, a law professor, says that while many of the volunteers might do good work and provide valuable input, he has some concerns "if you bring somebody in who rides along and actually gets involved in criminal circumstances involving crime," he says.

Goldman, who teaches at Loyola Law School in Los Angeles, says that the police volunteers "may have been trained well and may have other experiences in life ? but they're still only doing it a couple days a month."

Working an average of 25 hours a week as a reserve detective, Greenblatt may be an exception. He works out every day to keep himself in shape and likes going out in the field, but he acknowledges that there are some limitations.

"It's getting a little late for me to go chasing bad guys and try to climb over fences or whatever," Greenblatt says. "That's for these young people, young men and women, to do."

He says the best part of his job is something that many detectives consider to be the worst part.

"I just got two subpoenas served on me now," he says with a laugh.

It's one assignment that holds no fear for the retired attorney: appearing in the courtroom.
