Atkinson, the director of external relations at the Washington-based global lender, will join the White House in August as "special assistant to the president for international economic affairs," the IMF said in a statement.

In the last post I mentioned that I was thinking about the past and the future, and this post was to be the photo about the ?future? I was thinking about.

I recently spent a very packed week doing some ?sports? photography, something that I don?t do.? I was volunteered to assist with the photography of the Junior CASA (Caribbean Area Squash Association) Squash Tournament.? Squash is an indoor game, played on a ?closed? court, and in Guyana, there is very little area available for viewing, much less photographing the game.? The lighting on the courts is not exactly geared towards photography either, the courts are lit by flourescent lights (some more than others), three of them have glass backs, but the reflection in the glass are an obstacle by themselves!

I took photos in each of the five courts, two of them I had to shoot through the glass, no choice, two others have no glass wall, and I had to shoot from the spectator area above the back of the court, and the last court I shot through the glass, from the spectator area at the back of the court, and from windows high on the side of the court.

For simplicity I used the smallest lens I had, the 18-55mm, and since none pf my lens are particularly fast, it didn?t matter too much, I had to play a lot with ISO and shutter speeds?

The photo I chose to use from that week is of one of the first round games of the tournament, as photos go, it?s not spectacular, but it shows the angle from which I was taking photos (up at the window), some athleticism demonstrated by the players, a small piece of the glass back-wall to the far left; it was taken at ISO800, with an aperture of f/5.0 and a shutter speed of 1/320.? During the afternoon I actually got up to those speeds, but as the time passed 5pm the light changed and getting any shutter speeds in the 1/200 vicinity was lucky?

It was a learning experience, hours on hours shooting, hours and hours sorting the photos looking for acceptable ones, playing with camera settings just to get the shutter speed up!? The full gallery of photos from the tournament is at their home page, there are contributions from at least three photographers (all amateur) including myself.

I guess what made me think of the future for this photo, was that it was a Junior Tournament, so maybe some future great squash players, and for some of them (the players in the Under 19 category, like these two) it is their last year as Juniors, their future in Squash is with the Seniors.

BEIJING (Reuters) ? China is building two indigenous aircraft carriers as part of a broad modernization program that has rattled nerves regionally, sources said on Wednesday, as the government confirmed it was refitting an old Soviet carrier for training.

China is ramping up military spending as the United States discusses cutting its defense budget, though the U.S. still far outspends China on security and is much more technologically advanced.

President Hu Jintao has made the navy a keystone of China's military ramp-up, and the carriers will be among the most visible signs of the country's rising military prowess.

"Two aircraft carriers are being built at the Jiangnan Shipyard in Shanghai," one source with ties to China's Communist Party leadership told Reuters, requesting anonymity because he was not authorized to talk about the program.

The Defense Ministry has only officially confirmed the existence of one carrier, which was bought from Ukraine in 1998 and was once destined to become a floating casino.

That will be used for training and research purposes, ministry spokesman Geng Yansheng said, seeking to reassure other countries that China would stick to its defensive military policy.

But he said China it had a right to protect its extensive maritime territory and coast.

"This is the sacred responsibility of China's armed forces," Geng said, in a statement carrier on the ministry's website (http://www.mod.gov.cn).

"Building a carrier is extremely complex. We are currently refitting an old aircraft carrier, to be used for research and testing," Geng said.

"An aircraft carrier is a weapons platform; it can be used for offensive or defensive purposes. It can also be used to maintain global peace and for rescue and relief work," he added.

While Geng gave no timetable for starting sea trials, he said pilots were being trained to operate from the carrier.

Sources with ties to the Communist Party and the military said that ship would likely be based in the southern island province of Hainan, which sits atop of the vital trade lanes of the sensitive South China Sea.

The news comes as China has been flexing its muscles more aggressively in those waters, where a territorial dispute with Taiwan and several nearby countries including Vietnam and the Philippines has festered for years.

Geng said the timing "had nothing to do" with the tension there.

The carrier will add to regional concerns about China's military modernization and arms build-up. Defense spending is rising fast, and Beijing continues to test new high-tech equipment, including a stealth fighter.

"China's next moves have to be watched carefully, or there eventually could be a negative impact on maritime safety in Asia," said Yoshihiko Yamada, a professor at Japan's Tokai University.

Xinhua news agency said it was the first time the government had confirmed it was pursuing a carrier program.

For Beijing, the rationale of an aircraft carrier is more than just about modernizing a navy whose most notable engagements of the past few years have been skirmishes in the South China Sea with some of the other claimant nations.

Sending naval vessels further afield, to the waters off Somalia to fight pirates, and through the southern Japanese islands, has also partly been about ensuring trade routes are protected.

Yet China frets about the powerful U.S. military presence close to its shores, in particular U.S. bases in Japan and South Korea, and Washington's close but unofficial ties with Taiwan, the self-ruled island Beijing claims as its own.

The concerns include "accountability for those involved in violations of human rights and war crimes at the end of Sri Lanka's civil war," including members of the defeated rebel Tamil Tigers.

Other criteria include an improved climate for freedom of the press, an end to emergency regulations and information from the government on the fate of people unaccounted for at the end of the civil war.

The US Agency for International Development had requested close to $13 million for Sri Lanka in the 2010 fiscal year.

While the House measure enjoyed broad support, it will not immediately take effect as it was in the form of an amendment for spending in the next fiscal year starting in October. A final package will come through lengthy negotiations between the House of Representatives and Senate.

In 2009, Sri Lanka's military killed the top leaders of the Tamil Tiger rebels, wiping out an insurgent force known for suicide bombings and recruitment of child soldiers in its decades-long separatist campaign.

The United Nations has said that up to 7,000 civilians were killed in the final months of fighting. A UN report has also spoken of abuses, alleging that the government executed rebel leaders who had worked out a surrender.

How does OSHA contribute to job safety and health?

The primary goal of the Occupational Safety and Health Administration (OSHA) is to carry out the Occupational Safety and Health Act (OSH Act), which Congress originally passed in 1970. The OSH Act has undergone several amendments and revisions since its inception, but it is still in place ?to assure so far as possible every working man and woman in the Nation safe and healthful working conditions and to preserve our human resources.?? OSHA contributes to job safety and health by enacting regulations that forward this ideal. Title 29 of the Code of Federal Regulations (CFR), Parts 1902 1990, houses all the OSHA standards, though OSHA also allows states to enact occupational safety and health laws of their own under federally-approved plans. State-run programs are at least as strict, and sometimes more so, than federal standards. This ensures a minimum standard of job safety and health that all employers must follow to protect employees.

Are all employees covered by the OSH Act?

The OSH Act covers all employees except public employees in state and local governments and those who are self-employed. Public employees in state and local governments are covered by their state?s OSHA-approved plan, if applicable.

Federal employees are covered under the OSH Act?s federal employee occupational safety and health programs, which are outlined in 29 CFR part 1960. United States Postal Service employees, however, are subject to the same OSH Act coverage provisions as those in the private sector.

Other federal agencies that have issued requirements affecting job safety or health include the Mine Safety and Health Administration (MSHA) and some agencies of the Department of Transportation (DOT), including the Federal Motor Carrier Safety Administration (FMCSA). Employees in these industries are subject to their respective regulations.

Additionally, businesses in the retail, service, finance, insurance and real estate sectors that are classified as low-hazard are exempt from most OSHA requirements, as are small businesses with 10 or fewer employees. Exceptions are discussed in 29 CFR part 1904, which also explains what OSHA regulations exempt employers are still required to follow.

What are your responsibilities as an employer?

If you are an employer covered by the OSH Act, you must provide your employees with jobs and a place of employment free from recognized hazards that are causing, or are likely to cause, death or serious physical harm. You must also comply with the OSHA statutory requirements, standards and regulations that require you to:

Clinton sent a letter of thanks. His security agents made Elgie an honorary member of the 547th Explosive Ordnance Disposal unit because his barbecue was good enough to blast the explosive-sniffing dogs from their appointed duties.

?It kind of gives you a sense of how Magic Johnson must feel, or Tiger Woods,? Elgie told a reporter. ?I?m at the top of my game.?

One year after the St. Patrick?s Day Parade, some drunks took food right off his grill. He told them to stop. One of them slugged him. Elgie chased him with a meat cleaver.

The next morning, while authorities felt a little green around the gills, Elgie beamed: ?This is the greatest barbecue story there ever was. Rather than take it derogatorily, I?m saying today that my barbecue is so good they?ll fight me for it.?

At the annual Kiwanis Club Rib Burnoff, competitors often display their past trophies. But Elgie would set up some of the gold records he helped write or produce for Motown superstar Marvin Gaye and others.

Before coming to the Lowcountry for peace and quiet in 1991, Elgie spent more than a decade living and working with Gaye. Elgie?s voice is one of the first ones you hear on the title track of Gaye?s classic ?What?s Going On,? saying, ?What?s happening?? and ?Everything is everything.? In his liner notes, Gaye said Elgie was ?certainly instrumental in provoking my thought process.?

In the Lowcountry, his beat was barbecue. He grilled at the Gullah Market, then for a number of years at Rock?s Barbecue until a court ruled his grill violated town code. Elgie could then be seen pulling a grill on wheels ? smoke pouring from it ? behind his truck. His last stop before bone cancer slowed him down, and almost killed him during a bone marrow transplant about five years ago, was outside Vic?s Tavern at Pineland Station.

Chuck Cole Jr., whose family owns the tavern, spent a lot of time with Elgie, a Cleveland native with little formal education who started hustling in the cutthroat music world at age 17.

?He was a very, very fascinating man,? Cole said. ?He had a showman?s personality, but once you got beyond that, a warm and wise man was underneath.?

Elgie?s daughter said he had several medical problems but his death Monday was likely caused by a heart attack.

Elgie Stover, known for his ribs the world all over, was 72.
