Study shows deeper meltdown at Japan nuke reactor (AP)

TOKYO ? Radioactive debris from melted fuel rods may have seeped deeper into the floor of a Japan's tsunami-hit nuclear reactor than previously thought, to within a foot from breaching the crucial steel barrier, a new simulation showed Wednesday.

The findings will not change the ongoing efforts to stabilize the reactors more than eight months after the Fukushima Dai-ichi plant was disabled, but they harshly depict the meltdowns that occurred and conditions within the reactors, which will be off-limits for years.

The plant operator Tokyo Electric Power Co. said its latest simulation showed fuel at the No. 1 reactor may have eroded part of the primary containment vessel's thick concrete floor. The vessel is a beaker-shaped steel container, set into the floor. A concrete foundation below that is the last manmade barrier before earth.

The fuel came within a foot of the container's steel bottom in the worst-case scenario but has been somewhat cooled, TEPCO's nuclear safety official Yoshihiro Oyama said at a government workshop. He said fuel rods in the No. 1 reactor were the worst damaged because it lost cooling capacity before the other two reactors, leaving its rods dry and overheated for hours before water was pumped in.

The nuclear crisis following the March 11 earthquake and tsunami caused massive radiation leaks and the relocation of some 100,000 people.

Another simulation on the structure released by the government-funded Japan Nuclear Energy Safety Organization, or JNES, said the erosion of the concrete could be deeper and the possibility of structural damage to the reactor's foundation needs to be studied.

JNES official Masanori Naito said the melting fuel rods lost their shape as they collapsed to the bottom of the vessel, then deteriorated into drops when water pumping resumed, and the fuel drops spattered and smashed against the concrete as they fell, Naito said.

TEPCO and government officials are aiming to achieve "cold shutdown" by the end of the year ? a first step toward creating a stable enough environment for work to proceed on removing the reactors' nuclear fuel and closing the plant altogether.

The government estimates it will take 30 years or more to safely decommission Fukushima Dai-ichi.

Wednesday's simulations depict what happened early in the crisis and do not mean a recent deterioration of the No. 1 reactor. Oyama said, however, the results are based only on available data and may not match the actual conditions inside the reactors, which cannot be opened for years.

Some experts have raised questions about achieving the "cold shutdown," which means bringing the temperature of the pressure vessel containing healthy fuel rods to way below the benchmark 100 Celsius (212 Fahrenheit). They say the fuel is no longer there and measuring the temperature of empty cores is meaningless, while nobody knows where and how hot the melted fuel really is.

Kiyoharu Abe, a nuclear expert at JNES, said it's too early to make a conclusion and more simulations should be done to get accurate estimates.

"I don't think the simulation today was wrong, but we should look at this from various viewpoints rather than making a conclusion from one simulation," Abe said. "It's just the beginning of a long process."

'Fahrenheit 451' finally out as an e-book

(AP) ? At age 91, Ray Bradbury is making peace with the future he helped predict.

The science fiction/fantasy author and longtime enemy of the e-book has finally allowed his dystopian classic "Fahrenheit 451" to be published in digital format. Simon & Schuster released the electronic edition Tuesday at a list price of $9.99.

First published in paperback by Ballantine in 1953 and as a hardcover by Simon & Schuster in the 1960s, "Fahrenheit 451" has sold more than 10 million copies and has been translated into 33 languages. It imagined a world in which the appetite for new and faster media leads to a decline in reading, and books are banned and burned. Bradbury himself has been an emphatic defender of traditional paper texts, saying that e-books "smell like burned fuel" and calling the Internet nothing but "a big distraction."

"It's meaningless; it's not real," he told The New York Times in 2009. "It's in the air somewhere."

A phone call to Bradbury was not immediately returned. A pre-recorded voicemail message, a woman's voice, warned that the author doesn't usually check his messages.

Bradbury's agent, Michael Congdon, said Tuesday that rights for Bradbury's book were expiring and that the growing digital market, estimated at 20 percent or higher of overall sales, made a deal for e-books inevitable. Many other former e-holdouts have changed their minds recently, notably "Harry Potter" author J.K. Rowling.

"We explained the situation to him (Bradbury) that a new contract wouldn't be possible without e-book rights," said Congdon, who added that six publishers had been interested. "He understood and gave us the right to go ahead."

Neither Congdon nor Simon & Schuster offered financial details, but two publishing officials with knowledge of the deal said it was worth seven figures. The officials asked not to be identified, saying they were not authorized to discuss negotiations.

In a statement released Tuesday, Simon & Schuster publisher Jonathan Karp said the new e-book was "a rare and wonderful opportunity to continue our relationship with this beloved and canonical author and to bring his works to new a generation of readers and in new formats."

Simon & Schuster also announced that a new paperback edition of "Fahrenheit 451" would go on sale in January. New paperbacks of two other Bradbury favorites, "The Martian Chronicles" and "Illustrated Man" will be available in March. Congdon said those and other Bradbury books may eventually come out electronically, but that nothing was currently planned.

Despite UK strike, travel through Heathrow is smooth

By Rob Lovitt, msnbc.com contributor

Despite?a one-day strike of thousands of UK public sector workers, travel through London -- predicted to be a major hassle -- has gone relatively smoothly.

"Due to the effective contingency plans we have put in place with the airlines and the UK Border Agency over recent days, immigration queues are currently at normal levels," said Colin Matthews, CEO of the British Airport Authority (BAA), in a statement. "However, there still remains a possibility of delays for arriving passengers later in the day."

The airport, which is operated by the BAA, had more immigration officers on duty and fewer passengers arriving, Matthews said. "That puts us in a better place to avoid the serious delays and widespread disruption at Heathrow that were projected last week."

Hundreds of staff members have been deployed to help travelers. "They have been equipped with iPads and Blackberrys to keep passengers up to date," said Matthews.

Most airlines operated their normal schedules, warning people to expect long delays and offering to waive selected change fees.

Fliers going through Heathrow have Tweeted about a better-than-expected experience using the hashtag #heathrow.

Gary Smith (@gs7oaks) wrote: "Heathrow was strangely quick and easy to get through. Only the people in the wrong queues slowing things down"

Swedish freelance journalist Per Nyberg (@per_nyberg) wrote: "Just started to rain here at #Heathrow, the feared 12 hour waits at the airport have turned into faster immigration controls than normal"

Katie Harkin (@harkathon) wrote: "Border at Heathrow Terminal 3 like nothing I've ever seen ... Tons of extra staff, free food and drink, zero queues! #heathrow #strikes"

Fearing long delays and cancellations, many carriers offered contingency plans for travelers:

American Airlines: Passengers can reschedule flights on Nov. 29?30 up to Dec. 7 with no change fees.

British Airways: Passengers scheduled to arrive on Nov. 30 can reschedule their flight for Dec. 1?7 at no charge.

Continental Airlines: Change fees and fare differences will be waived if travel commences by Dec. 7. For other dates, change fees will be waived but fare differences may apply.

Delta Air Lines: The airline has canceled four flights to the UK on Tuesday and four from the UK on Wednesday and is warning inbound passengers to expect delays of up to eight hours. Passengers wishing to rebook without fees must be reticketed by Dec. 2 and travel no later than Dec. 7.

United Airlines: Passengers can make one change without fees for travel within seven days. However, all rescheduled travel may be subject to higher fares if it doesn?t meet the original booking code restrictions.

Virgin Atlantic: Passengers may rebook to a later flight departing before Dec. 4 with no change fee, subject to availability in the same ticket class.

Virgin is also taking additional steps in an effort to minimize the potential for disruption. ?We have used texts and social media to rebook passengers flying inbound on Nov. 30 and have reduced our capacity by half,? said spokesperson Nadia Basil in a statement. ?We are also prioritizing with the customers that need extra support and care so we can minimise the impacts of the delays as much as possible.?

For those who do fly, BAA asked inbound passengers to help speed the immigration process by taking the following steps:

???? Have travel documents, including passports, available and taken out of any wallet or case
???? Use automatic e-passport gates where available if you have a biometric passport
???? Have landing cards fully completed and ready for inspection
???? Keep family groups together

Kourtney Kardashian: I?m Pregnant!

kourtpreg1_wide.jpg
Most women wait until they?re three months along to tell friends they?re pregnant. But Kourtney Kardashian apparently couldn?t bear the delay. Today, at just nine weeks pregnant, she?s announced her baby news to the entire world! ?I feel confident [about the pregnancy],? she reportedly said.

Of course, the Kardashians might have another motive for releasing the information early: All of them have suffered from the hits to the family?s reputation in the wake of Kim?s cash-grabbing wedding and her subsequent quickie divorce. (You know things are bad when even gentlemanly Daniel Craig, a.k.a. James Bond, is dissing you: In the January issue of GQ the actor refers to the clan as ?f-ing idiots,? for living so publicly and then wishing to close ranks in the wake of bad news. As he said, ?You can?t buy your privacy back? If you sell it off, it?s gone.?)

Although the timing indicates that Kourtney, 32, and boyfriend Scott Disick, 28, conceived before Kim split from Kris Humphries, one imagines that mother/manager/mastermind Kris Jenner was positively gleeful about the prospect of good news that will push Kim?s divorce out of the spotlight (and, oh yeah, another grandchild). So it?s no wonder that they couldn?t wait the traditional 12 weeks. Either way, we?re sure the baby will be a cutie, so congratulations to the happy couple!

Obama on AIDS: `We can beat this disease' (AP)

WASHINGTON ? President Barack Obama is announcing a deeper U.S. commitment to combatting the pandemic of AIDS, declaring: "We can beat this disease."

In an event marking World AIDS Day, Obama said he was setting a goal of getting antiretroviral drugs to 2 million more people around the world by the end of 2013. The president was also directing $50 million in new spending on treatment in the U.S. and challenging state governments, drug companies and private foundations to do more.

Obama also took a shot at countries he said have not made a pledge to the Global Fund or have not kept their promises.

He singled out China and other major economics that he says must step up as donors.

Former Presidents George W. Bush and Bill Clinton were both taking part in the event via satellite.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

President Barack Obama is renewing the U.S. commitment to ending AIDS Thursday, setting new goals for getting more people access to life-saving drugs and boosting spending on treatment in the U.S. by $50 million dollars.

Obama planned to announce the new initiatives at an event in Washington marking World AIDS Day. Former Presidents George W. Bush and Bill Clinton also were speaking at the event via satellite.

Senior Obama administration officials said the president will set a goal of getting antiretroviral drugs to 2 million more people around the world by the end of 2013. In addition, the U.S. will aim to get the drugs to 1.5 million HIV-positive pregnant women to prevent them from passing the virus to their children.

The new global goals build on the work of the President's Emergency Plan for AIDS Relief, which focuses on prevention, treatment and support programs in 15 countries hard-hit by the AIDS pandemic, 12 of them in Africa. Bush launched the $15 billion plan in 2003, and in 2008, Congress tripled the budget to $48 billion over five years.

Despite Obama's more ambitious goals, the relief program's budget is not expected to increase. Instead officials said the expanded targets would be funded through savings achieved by making the program more efficient and cutting the costs of treatment.

Obama is also announcing new initiatives to combat HIV, the virus that causes AIDS, in the U.S. Officials said he would direct the Department of Health and Human Services to increase funding for domestic treatment by $50 million. The White House said there are 1.2 million Americans living with HIV, and 50,000 new infections each year.

The bulk of the new funding ? $35 million ? will go to state programs that help people living with HIV and AIDS get access to medicine. There are currently more than 6,500 Americans living with the virus on waiting lists for medication, according to the White House.

The rest of the domestic funds will go to HIV medical clinics across the country, with an emphasis on areas where HIV infections have increased and care and treatment are not readily available. Officials said the additional clinic funding would give 7,500 more patients access to treatment.

The $50 million is already part of the HHS budget, and officials said Obama does not need congressional approval to reallocate the funds. The officials requested anonymity in order to speak ahead of the president's official announcement.

The HIV virus has infected an estimated 60 million people worldwide since the deadly pandemic began 30 years ago. More than 33 million people are currently living with the virus.

While the failure to find an effective HIV vaccine continues to frustrate the medical community, experts say new scientific research in recent years has led to substantial progress in preventing and treating the virus.

Obama ordered his staff to reevaluate both their international and domestic approaches to HIV and AIDS this summer after being briefed on the scientific advancements.

Officials from both parties praised the new initiatives, and commended Democratic and Republican leaders for coming together for the announcement.

"Here's what we can do when we work together. We've got leaders of both political parties standing behind something that works," said Gayle Smith, Obama's senior director for development and democracy at the National Security Council.

Tony Fratto, a former Bush spokesman, urged both parties to avoid making the fight against AIDS a political issue.

"The only way to undermine this historic undertaking is if it becomes a partisan issue," he said. "The reasons a Barack Obama and a George W. Bush can support America's leading role in addressing this disease may be very different, but what's important is they've sought the same goal."

Other goals Obama will announce Thursday include:

? Funding 4.7 million voluntary medical male circumcisions in eastern and southern Africa over the next two years. Research shows circumcisions reduce the risk of female-to-male HIV transmission by more than 60 percent.

? Distributing more than 1 billion condoms in the developing world in the next two years.

? Urging other world leaders to join U.S. in boosting efforts to eradicate HIV/AIDS.
