Turkish womb transplant woman 6 weeks pregnant

ANKARA, Turkey (AP) ? A hospital says a Turkish woman who became the first person to successfully receive a donor womb is six weeks into a "healthy" pregnancy.

Derya Sert was born without a womb and had one transplanted in August 2011. Using one of her own eggs, doctors placed an embryo into the 22-year-old's womb in March.

A statement from Akdeniz University Hospital on Monday said doctors have monitored a fetal heartbeat and that the pregnancy is going well.?

A successful birth would provide hope for women who were born without a womb or who lose it to disease.

The iPhone Is One of the Best Android Phones You Can Buy

The addition of Google Now to the iOS App Store has granted iPhone owners access to one of Google's most useful products. But it did something else, too. It made the iPhone a better Android phone than the vast majority of Android phones you can buy.

The Android Experience

Let's be clear right up front; if you want a top-flight, pure Android phone, you should be looking at the Galaxy S4 or Nexus 4 or HTC One, full stop. Not only do they?and a few other flagship handsets?feature powerful hardware, they're also equipped with Jelly Bean, Google's last major Android update. They're wonderful, you would enjoy them.

But those phones represent a lonesome minority, an elite advanced guard that most existing Android handsets may never join. Only 25 percent of Android devices run Jelly Bean, which means that only one in four can access Google Now.

And most older phones will never get promoted. And even if they do, individual app updates?even for Google products?can take forever.

By contrast, today's addition of Google Now to Google Search means that any phone running iOS 6?which means every iPhone back to and including 2009's 3GS?has access to one of Android's marquee features.

And that's just Google Now. There are 25 Google iPhone apps available in the iOS App Store today. Nearly all of them have been updated in the last three months, and the ones you use the most?Gmail, Google Maps, Chrome, etc?are kept up as up to date as their Android counterparts. They work in harmony, too; trying to find directions in Google Now will open Google Maps instead of Apple's mediocre alternative. And as long as you're signed in with your Google account, what you do on one device carries over to any other.

Combine that interwoven goodness with the iPhone's exquisitely chamfered, super-lightweight body, and you've got yourself quite a package. To the extent that the Android experience is the Google experience, you really can't do much better.

What's Missing

There's more to Android than just Google apps, of course. The iOS desktop experience is far more rigid than what you'll find on even the clunkiest Froyo device. And while iOS notifications go a long way towards the seamless integration of Google services, you still can't get anything approaching the customizability Android provides with stock iOS.

But even that objection is largely surmountable. Jailbreaking an iPhone doesn't give you the same godlike powers as rooting an Android device, but it does let you continue to use App Store apps (like Google's) and make the phone look and feel like your own. Or like? Android.

The other big drawback is that some Google apps on iOS will lag behind, say, the latest Nexus release on certain features. But at least you can be more confident that you'll get them eventually.

What a Google Wants

The fact is, Google still doesn't ultimately care what device you're using its services on, just so long as you're using them. That's not going to change any time soon. Openness is baked into all of Google's services. Whereas iMessage's one true aim is to keep you bottled up inside iOS forever, Google has built Drive, Mail, and all of its other pillars to be as platform-neutral as possible. The more people using Google, the more highly relevant ads the company can serve.

And while the iPhone has always benefited from that to some degree?especially since Mountain View took charge of its iOS apps once and for all?Google Now's iOS availability is a strong acknowledgment that the company's willing to prioritize mass adoption of its best features ahead of getting its legacy Android devices up to speed.

What that means for you?since iOS updates bring so many legacy devices along with them?is that you can have more faith that an iPhone you buy today will get future Google bells and whistles than the vast majority of currently available Android phones.

Again, by all means, get an HTC One or a Galaxy S4. But do it for the design or the skin or the camera or the features. If it's Google you're looking for, you might just want to swing by the nearest Apple Store.

Fertilizers provide mixed benefits to soil in 50-year study

Apr. 29, 2013 ? Fertilizing with inorganic nitrogen and phosphorus definitely improves crop yields, but does it also improve the soil?

The latest study to tackle this question has yielded mixed results. While 50 years of inorganic fertilization did increase soil organic carbon stocks in a long-term experiment in western Kansas, the practice seemingly failed to enhance soil aggregate stability -- a key indicator of soil structural quality that helps dictate how water moves through soil and soil's resistance to erosion.

The results of the research, which was carried out in continuous corn that was also irrigated and conventionally tilled, were somewhat surprising to lead author Humberto Blanco, a University of Nebraska-Lincoln soil physicist. The findings appear in the May-June issue of the Journal of Environmental Quality.

Fertilization typically leaves behind more crop residues in fields, he explains, which in turn can boost soil organic carbon levels. But unexpectedly in this case, "we didn't see improvement in soil aggregate stability even though soil organic carbon concentration increased," Blanco says, noting that soil particles usually bind together more strongly in aggregates as soil organic carbon concentrations rise.

He cautions, however, that more research is needed over a wider range of management and climatic conditions, particularly since studies of fertilizers' impacts on soil structural properties, such as aggregate stability, are currently few.

"Definitely the effects of inorganic fertilizer application on soil properties will depend on tillage and cropping systems," Blanco says. "So we need to look at this in other long-term experiments."

In the present study, he and co-author Alan Schlegel studied a randomized and replicated experiment that was set up in 1961 at Kansas State University's Southwest Research-Extension Center in Tribune. The experimental plots of irrigated and tilled (disk/chisel) continuous corn have received six different rates of ammonium nitrate fertilizer (range 0 to 200 pounds/acre) for 50 years. The plots also received two rates of triple superphosphate fertilizer (0 and 18 pounds/acre) for 50 years, and a higher phosphorus rate (36 lb/acre) for 19 years.

Growing corn continuously under conventional tillage and with high inputs of water and fertilizer may seem outmoded, but this management system is "not uncommon," as demand for corn grain and crop residues grow, Blanco says.

When he tested soils from the experimental plots, he saw soil organic carbon concentrations rise gradually with increases in nitrogen fertilization at soil depths from 0 to 6 inches, although not at deeper ones. Similarly, phosphorus fertilization increased soil organic carbon at depths of 0 to 3 inches and 6 to 12 inches.

But Blanco observed a different trend in soil aggregate stability, especially when nitrogen and phosphorus were applied together at high rates. At a depth of three to 12 inches, for example, adding more than 80 pounds of nitrogen per acre reduced the number of stable soil aggregates by 1.5 times when no phosphorus was applied, by 2.1 times at 18 pounds of phosphorus/acre, and by 2.5 times at 36 pounds of phosphorus/acre.

Blanco can't say for certain why this occurred, but he has some hypotheses. Some studies suggest that adding fertilizers rich in ammonium ions may cause soil particles to disperse rather than aggregate, thereby offsetting any positive effects of increased soil organic carbon content. Because tillage periodically disturbs the soil, it may also negate any benefits of fertilization.

Blanco is now testing these hypotheses in three additional long-term experiments in Nebraska that encompass a wider range of tillage practices and cropping systems. The effects of nitrogen and phosphorus fertilizers on crop yields are well-researched, of course. Likewise, reduced tillage, cover crops, intensified cropping systems, and other conservation practices are known to build the soil long-term. Blanco now wants to see the two come together.

"It's clear that we need inorganic fertilizers to meet the increasing demands for food production, so it's important to look at how the extensive use of inorganic fertilizers affects soil properties in the long term," he says. "The hypothesis is that inorganic fertilization combined with conservation tillage -- strip till, no-till, and others -- may improve soil structural properties relative to conventional tillage systems."

Car bombs, shootings kill 23 across Iraq

BAGHDAD (Reuters) - At least 23 people were killed in Iraq on Monday in a series of car bombs in Shi'ite Muslim areas and militant attacks, medics and police sources said, taking the week's death toll to nearly 200 as sectarian violence intensifies.

Clashes have increased as the civil war in Syria puts strain on fragile relations between Sunnis and Shi'ites. The tensions are at their highest in Iraq since U.S. troops pulled out more than a year ago.

The latest bout of blood-letting began when security forces raided a Sunni protest camp near Kirkuk last week triggering clashes that quickly spread to other Sunni areas including the western province of Anbar, which borders Syria and Jordan.

Iraq decided on Monday to close a border crossing with Jordan for two days starting on Tuesday due to "organizational issues", the interior minister said without giving any details.

It is the second time this year that authorities have ordered the closure of the Traibil border post in Anbar where Sunnis have been protesting against Iraq's Shi'ite-led government since December.

The demonstrations had eased in the past month, but this week's army raid on a protest camp in Hawija, near Kirkuk, 170 km north of Baghdad, angered Sunnis and appears to have given insurgents more momentum.

Early on Monday, at least nine people were killed and 40 wounded in two car bomb explosions in Amara, 300 km (185 miles) southeast of Baghdad.

The first of two blasts in Amara, ripped through a market where people were meeting to eat breakfast, and the second hit an area where day laborers were gathering to look for work.

Another car bomb was detonated in a market in Diwaniya, 150 km south of Baghdad, killing two people, police said.

"I was preparing to go to work when a big explosion shook my house and broke the glass in all the windows," said witness Widy Jasim. "I ran outside, the explosion was near my house and bodies were everywhere".

A bomb in a parked car went off near a busy market in Kerbala, killing at least three people. A further six people were killed in an explosion near a Shi'ite worship site in Mahmudiya, about 30 km south of Baghdad.

No group immediately claimed responsibility for the attacks, but car and suicide bombings are trademarks of the Islamic State of Iraq, the Iraqi wing of Sunni Islamist al Qaeda which seeks to provoke sectarian conflict.

Violence is still well below its height in 2006-07, but provisional figures from rights group Iraq Body Count indicate about 1,494 people have been killed so far in 2013.

In Mosul, 390 km (240 miles) north of Baghdad, gunmen clashed with the army early on Monday, killing two soldiers and wounding three others, military sources said.

A sniper shot dead a soldier and wounded another while they were on patrol in Madaen in eastern Baghdad, police said.

The speaker of parliament Osama al-Nujaifi, himself a Sunni, proposed an initiative to avoid "the ghost of civil war and sectarian strife", calling on Prime Minister Nuri al-Maliki and his Shi'ite-led government to resign, dissolve parliament and prepare for an early parliamentary election.

Iraqi politics are deeply divided along sectarian lines, with Maliki's government mired in crisis over how to share power among Shi'ite Muslims, the largest group, Sunnis and ethnic Kurds who run their own autonomous region in the north.

Cultural Copying and Learning Observed in Monkey and Whale Species

Social learning is a more potent force in shaping wild animals' behavior than previously thought

Birds of a feather may flock together, but do birds that flock together develop distinct cultures? Two studies published today in Science find strong evidence that, at the very least, monkeys that troop together and whales that pod together do just that. And they manage it in the same way that humans do: by copying and learning from each other.

A team led by Erica van de Waal, a primate psychologist at the University of St Andrews, UK, created two distinct cultures ? 'blue' and 'pink' ? among groups of wild vervet monkeys (Chlorocebus aethiops) in South Africa. The researchers trained two sets of monkeys to eat maize (corn) dyed one of those two colors but eschew maize dyed the other color. The scientists then waited to see how the groups behaved when newcomers ? babies and migrating males ? arrived.

Both sets of newcomers seemed to follow social cues when selecting their snacks. Baby monkeys ate the same color maize as their mothers. Seven of the ten males that migrated from one color culture to another adopted the local color preference the first time that they ate any maize. The trend was even stronger when they first fed with no higher-ranking monkey around, with nine of the ten males choosing the locally preferred variety. The only immigrant to buck this trend was a monkey who assumed the top rank in his new group as soon as he got there ? and he may not have given a fig what anyone else ate.

?The take-home message is that social learning ? learning from others rather than through individual trial and error ? is a more potent force in shaping wild animals? behavior than has been recognized so far,? says Andrew Whiten, an evolutionary and developmental psychologist at St Andrews and co-author of the paper.

The study is striking because it is one of very few successful controlled experiments in the wild, says Frans de Waal, director of the Living Links Center at the Yerkes National Primate Research Center at Emory University in Atlanta, Georgia. ?It hints at a level of conformism most of us until now held not possible,? he says.

Whale see, whale do
In the second study, a team led by St Andrews marine mammal science student Jenny Allen examined 27 years of whale-watching data from the Gulf of Maine, off the eastern coast of the United States, to determine whether social cues helped an innovative feeding method to proliferate among humpback whales (Megaptera novaeangliae).

Humpbacks everywhere feed by blowing bubbles under schools of fish, which then bunch together closely to avoid swimming through the bubbles. When the whales lunge upward, they can gulp down a super-sized serving of fish. But in 1980, observers in the gulf saw something new: a humpback slapping the surface of the water with its tail fluke before proceeding with a standard bubble feed. That year it happened just once in a sample of 150 feeding events, but by 2007, 37% of the humpbacks in the Gulf of Maine were observed using the technique, since dubbed lobtail feeding.

To determine how lobtail feeding became so popular so quickly, Allen and her colleagues applied a method called network-based diffusion analysis to observations of humpback behavior collected by the Whale Center of New England in Gloucester, Massachusetts, between 1980 and 2007. The technique assumes that individuals who spend more time together are more likely to transmit behaviors to each other. Allen's analysis found that up to 87% of whales that adopted the lobtail-feeding technique learned it from other humpbacks.

?We know that humpback songs are also culturally transmitted,? says Luke Rendell, a biologist at St Andrews and co-author of the whale study, ?so here we have a population with two independently evolving cultural traditions ? a culture.?

David Wiley, research coordinator at the US National Oceanic and Atmospheric Administration's Stellwagen Bank National Marine Sanctuary in Scituate, Massachusetts, says that the work is important and innovative. ?It adds to a growing body of information demonstrating the complexity of humpback-whale behavior and its apparent roots in social learning,? he says.

For Women Trying to Conceive, Fertility Yoga

Yoga has long been praised for helping people improve their flexibility and core strength. But one Florida yoga instructor believes that the popular practice can also be used to help women conceive.

Sherry Longbottom, a registered nurse and yoga instructor, has developed fertility yoga.? In her classes she is careful to avoid yoga poses that could strain the body; instead, she favors simple gentle poses that help lessen anxiety.

?Our goal is to get blood flow in the pelvic area,? said Longbottom. ?I?m very excited to be helping these women, it?s so rewarding?

While practicing fertility yoga is not exactly as beneficial as in vitro fertilization (IVF) treatments or hormone therapy, Longbottom said yoga can help women trying to conceive by helping them take a moment to relax and calm down.

?We live in fight or flight mode,? said Longbottom. ?That kind of life goes completely against what we?re trying to look for in creating a fertile environment.?

Many of the women attending Longbottom?s class started after they were recommended by the Reproductive Medicine Group in Tampa, Fla., to help them cope. ?She estimates about half of the attendees are receiving some kind of fertility treatment.

?[Yoga] still can?t correct a tubal issue or necessarily correct an egg issue,? Dr. Betsy McCormick of the Reproductive Medicine Group told ABCNews.com affiliate WFTS-TV. ?But what they can do is help someone get through that process.?

Dr. James Goldfarb, the director of infertility and in-vitro fertilization at University Hospital Cleveland, said he approves of patients trying safe alternative therapies such as yoga or acupuncture as long as the patient feels better after a session.

?The bottom line I always tell patients is, it certainly can?t hurt,? said Goldfarb. ?We?re very encouraging [that they] try whatever they find relief through.?

Froman, Pritzker in line for trade and commerce posts: sources

WASHINGTON (Reuters) - President Barack Obama is close to choosing White House deputy national security adviser Mike Froman to be the next trade representative, sources familiar with the situation told Reuters on Friday.

After a long vetting process, Chicago businesswoman and Obama fundraiser Penny Pritzker is still in line to be nominated as commerce secretary, the sources said.

The two trade jobs are among the final positions Obama has to fill in his second-term cabinet. Both require confirmation by the Senate. An announcement of their nominations is likely to be made next week.

The White House declined to comment.

Froman was an early front runner for USTR but sources told Reuters earlier this year he preferred to stay in his current White House job, which includes the trade portfolio along with energy, development, and other international economic issues.

Jeff Zients, the long-time acting White House budget director, then became a top contender for the post, but Obama asked him to stay at the budget office.

Froman played an instrumental role in negotiations that led to congressional approval of the South Korea, Colombia and Panama trade pacts during Obama's third year in office.

He is well known in diplomatic circles for his work as Obama's right-hand man or "sherpa" in the G8, G20, and other international forums.

Froman would replace former U.S. Trade Representative Ron Kirk, who stepped down last month.

Pritzker, the 271st richest American according to Forbes magazine, was Obama's national finance chair in 2008 and his campaign co-chair in 2012. Her personal fortune is worth an estimated $1.85 billion, putting her at the pinnacle of the top 1 percent of American households.

The Stanford University-trained lawyer and business woman is on the board of the Hyatt Hotels Corp, which her uncle Jay Pritzker founded in 1957, two years before she was born.

Pritzker was in the running to be commerce secretary in Obama's first term but bowed out.

She could face questions during a Senate confirmation process over the Pritzker family's reputation for sheltering income to avoid taxes, Hyatt's battle with a labor union and the 2001 failure of Superior Bank, which was half-owned by the Pritzker family.

Current acting Commerce Secretary Rebecca Blank said in March she planned to become chancellor at the University of Wisconsin-Madison in July.

Former Commerce Secretary John Bryson resigned for health reasons last year.

Oil slips to $93 a barrel ahead of US growth data

The price of oil slipped to near $93 a barrel Friday ahead of quarterly growth figures for the world's biggest economy.

By early afternoon in Europe, benchmark oil for June delivery was down 62 cents to $93.02 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose $2.21 to close at $93.64 on Thursday after the U.S. Labor Department said the number of Americans seeking unemployment benefits fell last week by 16,000, suggesting that layoffs have declined.

Traders turned slightly cautious ahead of first-quarter U.S. economic growth figures due later Friday. Economists expect to see a significant improvement from the anemic 0.4 percent growth rate reported for the October-December quarter.

But analysts at Credit Agricole CIB in Hong Kong said the result "is unlikely to allay market concerns after a recent run of disappointing data indicates some decline in growth momentum." Recent reports have suggested that manufacturing is starting to weaken. Sales of previously occupied U.S. homes dipped in March.

Still, if prices hold near their current level, the Nymex contract would record its largest weekly gain in 10 months, while narrowing the gap to the Brent contract to less than $10 a barrel.

"This is somewhat surprising given that U.S. crude oil stocks continue to be at just short of a 23-year high and U.S. oil production has meanwhile achieved a 21-year high," said analysts at Commerzbank in Frankfurt. "Without new U.S. pipeline capacities ? which will not be available until the end of the year ? any further narrowing of the price spread is difficult to justify."

Brent crude, which is used to price oil from the North Sea used by many U.S. refiners, was down 54 cents to $102.87 a barrel on the ICE futures exchange in London.

In other energy futures trading on the Nymex:

? Gasoline fell 1.14 cents to $2.7992 per gallon.

? Heating oil declined 1.32 cents to $2.8666 a gallon.

? Natural gas lost 0.5 cent to $4.162 per 1,000 cubic feet.

House passes Senate plan to ease air traffic delays

WASHINGTON (Reuters) - The House of Representatives is expected to act quickly on Friday to finalize a Senate plan to ease nationwide air-traffic delays caused by last month's automatic federal spending cuts.

The Senate plan, passed unanimously late Thursday, will give the Department of Transportation flexibility to use unspent funds to cover the costs of air traffic controllers and other essential employees at the Federal Aviation Administration who had been furloughed.

Lawmakers were eager to act quickly since many would be scrambling to catch flights home and to other destinations at the start of a weeklong recess.

They also sought to avoid the growing wrath of the traveling public, which had dealt with significant take-off and landing delays since the furloughs started on Sunday.

The legislative action marks a surprising bipartisan effort, especially after many Republicans had blamed the Obama administration for manipulating funds to maximize the impact of the budget cuts, in a perceived bid to damage Republicans.

It does come with the risk, though, of unleashing furious lobbying campaigns to ease other program cuts triggered by the controversial "sequestration" that took effect on March 1, requiring across-the-board spending cuts among most federal agencies.

The White House on Friday welcomed Congress' move, but said it falls short of broader action needed to address sequestration.

"It will be good news for America's traveling public if Congress spares them these unnecessary delays," White House spokesman Jay Carney said in a statement.

Carney said lawmakers need to take additional steps to alleviate the impact felt beyond the airline industry from the cuts, such as among poorer elderly people, defense industry workers and others brought on by sequestration.

"Ultimately, this is no more than a temporary Band-Aid that fails to address the overarching threat to our economy posed by the sequester's mindless across-the-board cuts," he said.

Transportation officials have made other cuts to their budget but furloughs of air traffic controllers began this week, prompting traveler backlash at major hubs like those in Chicago, New York, Los Angeles and Atlanta.

On Friday morning, departing flights at Newark Liberty International Airport were delayed more than an hour and 15 minutes, and Boston's Logan Airport had departure delays of more than 30 minutes, both due to staffing, the FAA said. Teterboro airport in New Jersey, which handles many corporate jets, also was experiencing delays of more than 90 minutes due to staffing.

Officials: Suspect admits role in bombings

BOSTON (AP) ? The surviving suspect in the Boston Marathon bombings acknowledged to the FBI his role in the attacks but did so before he was advised of his constitutional right to keep quiet and seek a lawyer, U.S. officials said Wednesday.

Once Dzhokhar Tsarnaev was read his rights on Monday, he immediately stopped talking, according to four officials of both political parties who were briefed on the interrogation but insisted on anonymity because the briefing was private.

After roughly 16 hours of questioning, investigators were surprised when a magistrate judge and a representative from the U.S. Attorney's office entered the hospital room and read Tsarnaev his rights, the four officials and one law enforcement official said. Investigators had planned to keep questioning him.

It is unclear whether any of this will matter in court since the FBI says Tsarnaev confessed to a witness and U.S. officials said Wednesday that physical evidence, including a 9 mm handgun and pieces of a remote-control device commonly used in toys, was recovered from the scene.

But the debate over whether suspected terrorists should be read their Miranda rights has become a major sticking point in the debate over how best to fight terrorism. Many Republicans, in particular, believe Miranda warnings are designed to build court cases, and only hinder intelligence gathering.

Christina DiIorio Sterling, a spokeswoman for U.S. Attorney Carmen Ortiz, said in an email, "This remains an ongoing investigation and we don't have any further comment."

Before being advised of his rights, the 19-year-old suspect told authorities that his older brother, Tamerlan Tsarnaev, 26, only recently had recruited him to be part of the attack, two U.S. officials said.

The CIA, however, named Tamerlan to a terrorist database 18 months ago, officials said Wednesday, an acknowledgment that will undoubtedly prompt congressional inquiry about whether investigators took warnings from Russian intelligence officials seriously enough.

The U.S. officials who discussed the terrorist database and other details of the investigation are in addition to those who discussed the Miranda warning. They were close to the investigation and insisted on anonymity because they were not authorized to discuss the case with reporters.

Tamerlan Tsarnaev, whom authorities have described as the driving force behind the plot, was killed in a shootout with police. Dzhokhar is recovering in a hospital from injuries suffered during a getaway attempt.

Authorities had previously said Dzhokhar exchanged gunfire with them for more than an hour Friday night before they captured him inside a boat covered by a tarp in a suburban Boston neighborhood backyard. But two U.S. officials said Wednesday that he was unarmed when captured, raising questions about the gunfire and how he was injured.

More than 4,000 mourners at the Massachusetts Institute of Technology paid tribute to a campus police officer who authorities say was gunned down by the bombing suspects.

Among the speakers in Cambridge, just outside Boston, was Vice President Joe Biden, who condemned the bombing suspects as "two twisted, perverted, cowardly, knockoff jihadis."

Investigators have said the brothers appeared to have been radicalized through jihadist materials on the Internet and have found no evidence tying them to a terrorist group.

Dzhokhar told the FBI that they were angry about the U.S. wars in Afghanistan and Iraq and the killing of Muslims there, officials said.

Dzhokhar's public defender had no comment on the matter Wednesday. His father has called him a "true angel," and an aunt has insisted he's not guilty.

Investigators have found pieces of remote-control equipment among the debris and were analyzing them, officials said. One official described the detonator as "close-controlled," meaning it had to be triggered within several blocks of the bombs.

That evidence could be key to the court case. And an FBI affidavit said one of the brothers told a carjacking victim during their getaway attempt, "Did you hear about the Boston explosion? I did that."

Officials also recovered a 9 mm handgun believed to have been used by Tamerlan from the site of a Thursday night gunbattle that injured a Massachusetts Bay Transportation Authority officer, two U.S. officials said.

The officials told the AP that no gun was found in the boat. Boston police Commissioner Ed Davis said earlier that shots were fired from inside the boat.

Asked whether the suspect had a gun in the boat, Davis said, "I'm not going to talk about that."

Kurt Schwartz, director of the Massachusetts Emergency Management Agency, did respond to the report.

"Within half a mile of where this person was captured, a police officer was shot. And I know who shot him." Schwartz said. "And there were three bombs that went off, and I know where those bombs came from. ... To me, it does not change anything. This guy was captured alive and will survive. True or not true, it doesn't change anything for me."

The suspects' parents, Anzor Tsarnaev and Zubeidat Tsarnaeva, plan to fly to the U.S. from Russia on Thursday, the father was quoted as telling the Russian state news agency RIA Novosti. The family has said it wants to take Tamerlan's body back to Russia.

In Russia, U.S. investigators traveled to the predominantly Muslim province of Dagestan and were in contact with the brothers' parents, hoping to gain more information.

Investigators are looking into whether Tamerlan, who spent six months in Russia's turbulent Caucasus region in 2012, was influenced by the religious extremists who have waged an insurgency against Russian forces in the area for years. The brothers have roots in Dagestan and neighboring Chechnya but had lived in the U.S. for about a decade.

While in the U.S., the brothers received welfare benefits.

The Office of Health and Human Services in Massachusetts confirmed a Boston Herald report Wednesday that Tamerlan, his wife and daughter had received welfare benefits up until last year, when he became ineligible based on family income.

The state also says Tamerlan and his brother received welfare benefits as children through their parents while the family lived in Massachusetts.

Neither was receiving benefits at the time of the bombing.

At MIT, bagpipes wailed as students, faculty and staff members and throngs of law enforcement officials paid their respects to MIT police Officer Sean Collier, who was ambushed in his cruiser three days after the bombing.

Biden told the Collier family that no child should die before his or her parents, but that, in time, the grief will lose some of its sting.

"The moment will come when the memory of Sean is triggered and you know it's going to be OK," Biden said. "When the first instinct is to get a smile on your lips before a tear to your eye."

The vice president also sounded a defiant note.

"The purpose of terror is to instill fear," he said. "You saw none of it here in Boston. Boston, you sent a powerful message to the world."

In another milestone in Boston's recovery, the area around the marathon finish line was reopened to the public, with fresh cement still drying on the repaired sidewalk. Delivery trucks made their way down Boylston Street under a heavy police presence, though some damaged stores were still closed.

"I don't think there's going to be a sense of normalcy for a while," Tom Champoux, who works nearby, said as he pointed to the boarded-up windows. "There are scars here that will be with us for a long time."

The end of tax-free online shopping draws nearer - Business on ...

The days of tax-free online shopping could be numbered.

A bill to impose sales tax on Internet purchases took one step closer to being passed Wednesday, when the Senate voted 75-22 in favor of considering The Marketplace Fairness Act. A vote on passage could come this week.

The bill is supported by the White House and e-commerce giant Amazon.com and embraced by brick-and-mortar retailers, their trade association and the National Conference of State Legislatures. But it has been sharply criticized by online merchants led by eBay, as well as anti-tax advocates.

Despite the debate over the issue, experts say it won?t change the way most Americans use the Internet to shop.

?Ultimately, customers are used to paying taxes on goods they purchase, just not necessarily online,? said Clark Fredricksen, vice president of communications at eMarketer. ?It wouldn?t be surprising to see some outcry but in fact very little impact on actual sales.?

?Consumers only care on big ticket items," said Tom Forte, Internet analyst at Telsey Advisory Group. "If you think about why people purchase from catalogs or e-commerce companies, selection and convenience are numbers one and two... Price is not as important."

?On an average basket size of $40 to $50 it?s not going to have an impact,? said Aaron Kessler, senior analyst at Raymond James & Associates.

Fredricksen said it also wouldn?t stop the pervasive practice of showrooming, where customers visit brick-and-mortar stores to see an item, then buy it somewhere else.

?Price comparison is only one component of why consumers showroom,? he said. ?Showrooming is a broader phenomenon encouraged by rapid adoption of smartphones and growing use of mobile phones as purchasing and shopping devices.?

Even the National Retail Federation agreed that, sales tax or not, showrooming is probably here to stay. ?I think retailers will adapt to it,? said David French, the group?s senior vice president of government relations. ?What this will do is eliminate the built-in price advantage online retailers have,? he said.

But Brian Bieron, eBay?s senior director for global public policy, said the legislation would hurt small online retailers, and analysts like Forte agree that compliance would carry a cost burden.

Although eBay can?t quantify how many businesses the legislation would impact, Bieron said ?far too many? would be affected. The NRF's French contends that it would be less than a few hundred.

Although Amazon already collects sales tax in some states, on the surface, its support for the measure is counterintuitive. Kessler said it has more to lose than eBay based on its merchandise mix.

?Amazon typically sells more commodity type items,? he said.

Amazon could lose sales to big-box retailers, although Forte estimated that only about 14 percent of Amazon?s retail sales come from big-ticket items like TVs.

?I think Amazon realized it was inevitable,? Kessler said.

The other reason behind Amazon?s support for Internet sales tax legislation is its growing brick-and-mortar footprint. Current law requires that a retailer with a physical presence in a state ? like a store or warehouse ? has to collect sales tax there. As Amazon has moved more aggressively into same-day delivery, it has expanded its network of facilities. And if it has to collect sales tax, it wants to make sure competitors like eBay have to, as well.

For shoppers, the upshot means paying taxes on purchases they might not have before. Technically, customers are supposed to self-report those taxes, but almost nobody does. The Marketplace Fairness Act replaces this broken honor system with one that puts the onus on the merchant.

Whether or not this will prove a windfall for state coffers, though, is unknown. Estimates of how much money is lost because people don?t self-report tax owed on online purchases range from $11 billion to around $24 billion annually, but evidence from California, which has had its own Internet sales tax rule in place since September, indicates that the amount might be even lower.

The other X-factor is whether or not the act can pass through the Republican-controlled House of Representatives. With a majority hostile to taxes of just about any kind, Forte suggested some sort of compromise ? like matching sales tax revenue with equal cuts in aid to states or lowering corporate tax rates to compensate retailers for the administrative costs of collecting the tax ? might have to be brokered for the Marketplace Fairness Act to see the light of day.

WASHINGTON (AP) ? Amid the celebration surrounding the opening of son George W. Bush's presidential library, former first lady Barbara Bush is brushing aside talk of a Jeb Bush run for the White House.

Appearing in an interview Thursday on NBC's "Today" show, Mrs. Bush was asked how she felt about Jeb, the former governor of Florida, seeking the presidency in 2016.

Mrs. Bush replied, quote, "We've had enough Bushes."

She went on to say she thought there were many worthy candidates, telling anchor Matt Lauer, "There are people out there" who are qualified. Mrs. Bush, who had a reputation for bluntness when her husband George H.W. Bush was president, spoke from the site of the presidential library. On Wednesday, George W. Bush told CNN he thought Jeb Bush should run for president.

France approves gay marriage despite protest

PARIS (AP) ? France legalized gay marriage on Tuesday after a wrenching national debate that has exposed deep conservatism in the nation's heartland and triggered huge protests that tapped into deep discontent with the Socialist government.

Legions of officers with water cannon braced outside the National Assembly for violence that had not come by late evening. The protests against the measure included thousands but were peaceful. Other gatherings were simply celebrations.

But it was an issue that galvanized the country's faltering right, which had been decimated by infighting and their election loss to President Francois Hollande.

The measure passed easily in the Socialist-majority Assembly, 331-225, just minutes after the president of the legislative body expelled a disruptive protester in pink, the color adopted by French opponents of gay marriage.

Justice Minister Christiane Taubira told lawmakers that the first weddings could be as soon as June.

"We believe that the first weddings will be beautiful and that they'll bring a breeze of joy, and that those who are opposed to them today will surely be confounded when they are overcome with the happiness of the newlyweds and the families," she said.

Outside the Parliament building on Paris' Left Bank there appeared to be more police than protestors.

Claire Baron, 41, a mother of two, said that she "will oppose the bill until the end."

"I'll keep going to the protests, I don't give in. The bill is not effective yet, the president of the Republic must listen to our voices. We are here to defend family values. Children need a mom and a dad," Baron said.

In recent weeks, violent attacks against gay couples have spiked and some legislators have received threats ? including Claude Bartelone, the Assembly president, who got a gunpowder-filled envelope on Monday.

One of the biggest protests against same-sex marriage drew together hundreds of thousands of people bused in from the French provinces ? conservative activists, schoolchildren with their parents, retirees, priests and others. That demonstration ended in blasts of tear gas, as right-wing rabble-rousers, some in masks and hoods, led the charge against police, damaging cars along the Champs-Elysees avenue and making a break for the presidential palace.

Following the vote members of the gay and lesbian community flocked to a square in central Paris, just behind City Hall, to celebrate the vote.

"I feel immense joy, gigantic joy," said 39-year old Sylvain Rouzel, "at last, everyone has the same rights. This is huge! France was lagging behind. We had to wait 14 years after the civil union to finally obtain the right to get married, with equal rights for everyone. I feel great!"

Paris' openly gay mayor, Bertrand Delanoe, was among the crowd of hundreds gathered for the street celebration in the Marais, the city's historic gay neighborhood.

When Hollande promised to legalize gay marriage, it was seen as relatively uncontroversial. The issue has become a touchstone as his popularity has sunk to unprecedented lows, largely over France's ailing economy.

"The opposition is in a weakened position, but they know which buttons to press in order to get a reaction in society, in a country as liberal as France, where nobody thought it was an issue," said Hossein Alizadeh, a coordinator with the U.S.-based International Gay and Lesbian Human Rights Commission who has followed the issue.

But the most visible face in the fight against gay marriage ? a former comedienne who goes by the name of Frigide Barjot ? said the movement named "A Protest for Everyone" will continue beyond the law's passage and possibly field candidates in 2014 municipal elections. She said anyone involved in protest violence would be marginalized, but blamed the government for its failure to listen.

"The violence comes from the way in which this was imposed," Barjot told France Info radio.

French conservatives, decimated by infighting and the election loss of standard-bearer Nicolas Sarkozy, found common cause in opposing same-sex marriage. Hoping to keep the issue alive, the conservative UMP party planned to challenge the law in the Constitutional Council.

"The controversy that we've seen has been a stoked and manipulated controversy that's really kind of a last-ditch attempt to block the tide of history," said Evan Wolfson, president of the American activist group Freedom to Marry, which he said worked with the French on the bill. "I don't think it spoke to a deep or wide opposition among the French people."

French civil unions, allowed since 1999, are at least as popular among heterosexuals as among gay and lesbian couples. But that law has no provisions for adoption, and the strongest opposition in France as far as same-sex couples goes comes when children are involved. According to recent polls, just over half of French are opposed to adoption by same-sex couples ? about the same number who said they favored same-sex marriage.

Christophe Crepin, spokesman for the police union UNSA, says the extraordinary security Tuesday included a total of about 4,000 officers in the area near the National Assembly building and water cannon positioned nearby. One group of anti-riot police swarmed the banks of the Seine River about a quarter-mile from the legislature, hours before protests were scheduled there.

France is the 14th country to legalize gay marriage nationwide ?and the most populous. On the cover of Tuesday's Liberation newspaper, the famed gay photographers Pierre and Gilles took over the front page and several of the inside pages, splashing them with some of their most provocative photos, including one of three soccer players ? nude but for the footwear ? facing the camera.

In New Zealand, where gay marriage enjoys popular support, people gathered outside Parliament and joined in singing a traditional Maori love ballad after a vote last week making it legal. Nine states and the District of Columbia in the U.S. also recognize such marriages, but the federal government does not.

The sleep bras are comfortable, they?re stretchy, and there?s no underwire to worry about if you have engorgement.?
  • Get fitted for the correct size -?Whether you measure yourself or have a professional do it, you?ll want to make sure you?re getting the right size. Don?t just guess! Your boobs will be a totally different size and may change sizes through your time nursing. The correct size will aid in comfort, support, and will help you avoid clogged milk ducts and mastitis.
