Anthony Shadid: Quite simply the best

Anthony Shadid, the Middle East correspondent for The New York Times who died Thursday of natural causes while on a reporting assignment in Syria, was, quite simply, the best.

The quality and depth of his reporting from across the region, particularly Iraq, was peerless, leaving the rest of us regional foreign correspondents stumbling in his wake in rueful admiration of his bravery, modesty, and innate talent. Perhaps part of that talent came from the fact that while he grew up in America, he was of Lebanese descent and thus had a cultural affinity with the region he was covering.

Although he began reporting from the region from 1995, first with the Associated Press in Cairo, then The Boston Globe and The Washington Post, it was in Iraq where he rightly achieved renown. Reading Anthony?s work, one sensed that he had an ability to shut himself off from the pressures of deadlines and the demands for instant analysis to take the time and thought to patiently locate, extract, and expose the soul of a story.

He did this with unforgettable and moving portraits of individual people attempting to cope with the rigors and fears of life in post-2003 Iraq. These elegantly written and nuanced reports, which became his trademark, offered a far more compelling and powerful insight into the realities of Iraq than the pedestrian daily accounts of the ebb and flow of the conflict.

His two Pulitzer Prizes for International Reporting, awarded in 2004 and 2010, were justly deserved.

A series of firsts

Anthony set a blistering pace in the competitive world of journalism. Even while he was busy racing between Tunisia, Egypt, and Libya to report on the startling developments of the Arab Spring, he still found time to scoop us all in his coverage of Syria. Anthony was an extraordinarily brave journalist. In 2002, he was shot in the shoulder by an Israeli soldier while covering the Palestinian intifada in the West Bank. Last year, he was one of four New York Times reporters who were abducted for six days and threatened with death while covering the uprising in Libya ? an incident in which their driver almost certainly died.

China paper says country does not want to "buy up" Europe (Reuters)

BEIJING (Reuters) ? China has no intention of "buying up" or "controlling" a debt-ridden Europe that it still has confidence in, and any help Beijing may offer will be for purely economic reasons, a top state-run newspaper said on Monday ahead of a China-EU summit.

While Chinese leaders have repeatedly expressed confidence in European nations, they have also refrained from making firm financial commitments, urging Europe first to take further steps on its own.

Premier Wen Jiabao, meeting German Chancellor Angela Merkel in Beijing earlier this month, said China was considering increasing its participation in the rescue funds aimed at resolving the debt crisis, though he gave no explicit pledges.

In a suggestion of the tone China wishes to strike at its summit with senior EU officials on Tuesday, Communist Party mouthpiece the People's Daily said in a front page commentary that China's interests lay in selflessly helping Europe.

"China has no appetite or ability to 'buy up Europe' or 'control Europe' as some European commentators have said," wrote Feng Zhongping, director of the Institute of European Studies at the China Institute of Contemporary International Relations.

"China has from the beginning strongly supported the EU and the euro, in clear contrast to the 'talking down' of Europe in the international community," Feng wrote in the piece, carried in the paper's overseas edition.

China has promised not to link helping Europe in the debt crisis with issues such as the EU recognizing China as a market economy or the EU's arms embargo on China, Feng added.

"This is the best example of China's proactive stance on the EU," he wrote.

Any Chinese economic assistance to resolve the debt problem, whether via the International Monetary Fund or the EU's own systems, would be a purely economic decision, Feng said.

"There is thus no such thing as 'the poor person saving the rich person'," he added.

The Beijing summit, which was postponed from December, will bring together Premier Wen and President Hu Jintao with European Commission President Jose Manuel Barroso and European Council President Herman Van Rompuy.

The European Stability Mechanism, a 500-billion-euro ($665 billion) permanent bailout fund due to become operational in July, is expected to replace the European Financial Stability Facility (EFSF), a temporary fund that has been used to bail out Ireland and Portugal and will help in the second Greek package.

The euro zone must agree and approve a 130-billion-euro ($170 billion) bailout package with Greece before February 15 to allow time for complex legal procedures involved in the bond swap to be completed in time for a March 20 bond redemption.

Failure to strike a deal risks pushing Athens into a chaotic debt default that could threaten its future in the euro zone and worsen the crisis.

Permit approved for desalination plant at Huntington Beach

The bid to bring a large-scale desalination plant to Southern California cleared a major hurdle Friday when water regulators approved a permit for a Huntington Beach facility to turn seawater into drinking water.

Connecticut-based firm Poseidon Resources is proposing a seawater desalination plant on a 12-acre site next to a coastal power plant, which is adjacent to a popular state beach.

According to the company, it would be the largest such facility in the Western Hemisphere. The $350-million facility, they said, would supply 50 million gallons of drinking water a day ? enough to supply 300,000 people.

Although local water agencies, lawmakers and the business community generally support building the plant, environmentalists say its ocean water intake system would kill fish, plankton larvae and other sea creatures, while spitting extra salty water known as "brine" back into the ocean. The discharged water would be tainted with iron and cleaning fluids, critics say.

The project, approved by the Santa Ana Regional Water Quality Control Board at a meeting Friday in Loma Linda, had to be retooled by Poseidon, whose earlier plans to draw water released from the AES natural gas-fueled power plant were stymied by new regulations.

A state policy adopted in 2010 will phase out the use of seawater to cool coastal power plants, a process that kills fish, larvae, eggs, seals, sea lions, turtles and other creatures when they get trapped against screens or sucked into the plant and exposed to heated water.

The new policy by the state water board would end seawater cooling at the Huntington Beach power plant as early as 2020, but it does not apply to stand-alone desalination plants.

Conservation groups say the company's new proposal seeks to bypass those restrictions.

"It's going to perpetuate the use of the type of cooling that the state tried to eliminate," said Ray Hiemstra, associate program director for Orange County Coastkeeper, a watershed conservation group. "It's just perpetuating a killing machine."

The company says environmental groups exaggerate the toll on sea life.

Scott Maloni, a vice president for Poseidon Resources, said the impact on marine life would be insignificant "in exchange for producing a drought-proof drinking-water supply for 300,000 people."

Supporters, including local public water agencies, building and chamber groups and a number of state and local lawmakers, say the desalination plant would provide a reliable, local water supply for Orange County, which relies mostly on imported water.

Some half a dozen desalination plants are under consideration along the California coast, but only a handful of small facilities and demonstration projects have been built.

Poseidon is further along on a proposal to build a similar desalination plant in Carlsbad and has asked for the state's permission to issue $780 million in tax-exempt bonds to help pay for it. The firm could break ground on that facility as early as this summer, Maloni said. The earliest the Huntington Beach plant could start operating is 2016, the company said.

Poseidon's only previous attempt at a desalination plant was not successful. Tampa Bay Water bought out Poseidon's interest in the Apollo Beach, Fla., facility after contractors filed for bankruptcy. The plant, which uses water from Tampa Bay, was shut down for several years for repairs and, since coming back online, has had difficulties meeting its promised 25 million gallons a day.

The Huntington Beach project, which has been in the works for more than 12 years, still needs approval from the state Coastal Commission to move forward.

The project is certain to get another hearing; environmental groups said they would appeal the decision to the state water board. State water regulators are collecting scientific and technical data in order to draft new policies on seawater intake specific to desalination plants. The policies could be adopted in the next year.

ABC picks up Marc Cherry soap opera, three other pilots (Reuters)

LOS ANGELES, Jan 31 (TheWrap.com) ? With "Desperate Housewives" winding to a close, Marc Cherry is tackling another group of dramatic women for ABC in a new project.

ABC picked up four drama pilots on Tuesday, including "Devious Maids," from "Housewives" honcho Cherry.

Based on a Mexican program, "Devious Maids" is a described as a soap that follows "four maids with ambition and dreams of their own while they work for the rich and famous in Beverly Hills." Cherry will write and executive-produce the one-hour ABC Studios project. "Desperate Housewives" executive producer Sabrina Wind is also attached to executive-produce the project.

Also among ABC's acquisitions on Tuesday: "Gotham," from "Green Lantern" producer Michael Green. The one-hour drama revolves around a female cop who discovers a magical world that exists within New York City" while pursuing a seemingly unsolvable case. The world "goes unseen by normal humans, and takes all of the familiar NY landmarks and reinvents them in a magical otherworldly manner."

Green will write and executive-produce the 20th Century Fox Television project, with Erwin Stoff ("The Matrix") also executive-producing.

"Zero Hour," meanwhile, will be written and executive-produced by "Prison Break" creator Paul Scheuring, with Lorenzo di Bonaventura and Dan McDermott also attached to executive produce. The one-hour ABC Studios drama focuses on a longtime editor of a skeptics magazine who's pulled into "one of the most compelling conspiracies in human history" by a bizarre twist of fate.

Finally, "Penoza" -- from "Twilight Saga" screenwriter and "Dexter" executive producer Melissa Rosenberg -- "centers on the widow of an assassinated criminal who is forced to adopt her husband's role in a crime syndicate in order to protect her family," according to a description. Based on a Dutch program, the ABC Studios series is written and executive-produced by Rosenberg, with Endemol Studios, Alon Aranya and Howard Klein also executive-producing.

ABC is also redeveloping Cherry's pilot "Hallelujah" -- about a Tennessee town torn between good and evil -- after initially passing on it.

Actor who was Mr. Pitt on 'Seinfeld' dies at 77 (AP)

LOS ANGELES ? Ian Abercrombie, a veteran British stage and screen actor whose TV roles included Elaine's boss Mr. Pitt on "Seinfeld" and the voice of Chancellor Palpatine in "Star Wars: The Clone Wars," has died. He was 77.

A website statement from LucasArts said Abercrombie died Friday. A friend, Cathy Lind Hayes, told the Los Angeles Times ( http://lat.ms/A6xXRE) that he died at a Los Angeles hospital from complications of kidney failure and recently had been diagnosed with lymphoma.

"Though he played a villain on our show, you would be hard pressed to meet a kinder person," said Dave Filoni, a supervising director for "Clone Wars." "He loved to laugh and his sense of humor always lightened our record sessions. I will miss his stories, I will miss his performances, and I will miss his contribution to our show."

Abercrombie began his career as a dancer and made his American stage debut in a 1951 production of "Stalag 17."

He appeared in the film "Army of Darkness" and on such TV shows as "Wizards of Waverly Place" and "Birds of Prey," in which he played Alfred Pennyworth, Bruce Wayne's butler.

He also voiced the worldly owl Ambrose in the animated movie "Rango" starring Johnny Depp.
